Think about it like mana in fantasy and video games.
You need mana to cast spells, like mind control.
In the real world, you need money to get people to follow your orders.
The harder it is to cast the spell, the more mana you need.
The harder it is to convince someone to do something, the more money you need.
I had a professor in school who used to say "you aren't rich until your money works for you." In other words, you hire people who make you more money. They make you money and you pay them with a portion of the wealth they brought in. The richest of people just have to sit there and put their name on stuff and the money rolls in.
Think of it like a wizard who sits in his tower that's been set up with all sorts of golems and machinations to go out and harvest magical energy to bring it back and power up the wizard. Over time, the wizard has more than enough mana to cast any spell he wants.
Same goes for the rich. They accumulate so much money they can sit on top of their ivory towers and command armies of workers to do their bidding. They no longer have to work themselves, and just have to point fingers and make calls to actuate change in the world. Real, big, and meaningful change.
You see, magic is getting more out of a system than you put in. When all you have to do to completely devastate a small nation is point your finger or write your signature, you're performing magic. The ensorcelled minds across the globe that are influenced by your mana/money all fire up the war machine and your will is imposed upon the world with everyone not really knowing why they act.
Money is Mana. Control is Magic.
You only have to whistle and the trained dog herds the sheep...
